Organization

The organization is the initial step of the work of surveillance and a process that should be reinforcing permanently:

  • When looking to start a process of surveillance into a new territory, which raises a number of shares of outreach, relationship building, and awareness.
  • When the process is already installed. At this point, the organization will be set in function of: the planning of the exercise of vigilance (rounds of surveillance and incidence).

Training and promotion citizen

Citizen oversight is an exercise that requires certain knowledge, skills, handling of tools and equipment, continuing education is a fundamental action of this process.

The basic content in the training process are: the Legal Framework of the Right to Health, Citizen Participation, Citizen Monitoring, Methodology for the development of citizen oversight, training in the handling of instruments of surveillance, development of skills for computer use, impact on health and plan of incidence

Currently in the process of formation of the REDCSALUD focuses its actions in training in three processes:

  • The School Citizens the Right to Health.
  • Process development and promotion in communities (information tables, mirrors with community groups, etc)
  • Awareness-raising campaigns.

Citizen monitoring of public services

Citizen oversight of the health services is an exercise that is carried out periodically and planned in the health services. To be able to perform this process it is necessary to perform a series of steps from the planning to the preparation of the plan of incidence.

Accompaniment of users

With this axis seeks to promote a culture of complaint of violation of rights and abuse of power in the population, with the aim to generate evidence on violations of the right to health. Both the technical equipment of the CEGSS in conjunction with the defenders of the right to health to the CDIR-HEALTH, accompany and follow users who report cases that require accompaniment.

Incidence (construction of alliances and dialogue with the institutions)

The process of monitoring the right to Health in the Public Health system involves a power relationship between the State authority and citizenship beneficiary. In the process of formation and training of community defenders, the principle of participation that underpins the surveillance must be strengthened permanently with all the resources that the experience provides to strengthen the empowerment.
